  9.     The Jet Propulsion Laboratory will present officials of the
  10. city of Pasadena with checks totaling $1.125 million March 7, in
  11. connection with the contamination of four water wells in the
  12. nearby NASA facility.
  13.     The amount will help pay the city's past costs incurred by
  14. the contamination of four wells and is a first payment toward
  15. installation of a temporary treatment plant to decontaminate the
  16. water from those wells.
  17.     It is part of a total of more than $3 million JPL will pay
  18. the city over three years under terms of a recently negotiated
  19. agreement.
  20.     Contamination by volatile organic chemicals was found in the
  21. city's water wells in the early 1980s. The city has taken the
  22. position that JPL was the source of the contamination, believed
  23. to have occurred during the 1940s and 1950s as the result of the
  24. disposition of solvents and other cleaning materials while JPL
  25. was a U.S. Army ballistic missile facility.
  26.     JPL has not accepted liability for the contamination but has
  27. worked with the city to build an appropriate plant and has agreed
  28. to contribute significantly to its costs.
  29.     The temporary treatment plant should deal with the
  30. contamination problem for at least the next three to five yearsand negotiations concerning a long term solution will be
  31. postponed until the temporary plant has been demonstrated.
  32.     This plan will give Pasadena and JPL time to learn more
  33. about the contamination and JPL's responsibility and will avoid
  34. having to design a permanent plant while the problems are not yet
  35. fully understood.
  36.     The agreement for the treatment plant is the successful
  37. culmination of negotiations between the City of Pasadena and JPL
  38. and it will permit the affected wells to be returned to service
  39. and supply safe water to the community.
